This type of research is qualitative research using the theory of symbolic interactionism to interpret the understanding of village officials and the community regarding the focus of informants in this study. The results of this study indicate that the government is less transparent in providing information and understanding to the community regarding the implementation of the village fund budget so that the interaction between the village government and the community becomes bad. The symbols used by the community in interacting; rodo raya is used as a symbol that signifies people or people who don't want to care, mogombo signifies that people must gather in one place and talk about certain things, bara'e is used as a symbol when they know but don't want to tell the truth, sala nguju means individual mistakes In speaking, Waikamo is a symbol as a sign of resigned society, Monjii symbol reminds others to be quiet so that there is no commotion.
